Pocket Hoops are also 18th Century, they are much simpler than the panniers to build and the effect is not as dramatic. They are also not as stable, though the weight of over skirt fabric may help. For theatrical work I may be inclined to add a couple of tie tapes to keep them in place. Petersham has again been used for the waistband and since the length of steel required is quite short we used a plastic boning, item #50-8125-13 a wide and thick plastic that can be sewn and the ends trimmed with scissors. Depending on the size of the pocket hoops you require and the weight of the over skirt this may be a simple product to use as no special tools are needed to work with it.
